Bitcoin ETFs lose $450M after CLARITY Act defeat while whales buy $238M

The CLARITY Act failed in Washington. Bitcoin’s deeper verdict may arrive through ETF flows.

Bitcoin [BTC] faced conflicting institutional signals after the CLARITY Act failed in the U.S. Senate.

Three major entities accumulated $238 million in BTC. Meanwhile, Spot Bitcoin ETFs recorded $450 million in Outflows. The contrast mattered more than either figure alone. Large purchases continued, but broader U.S. demand remained weak.

Are institutions buying Bitcoin again?

Onchain Lens reported that Morgan Stanley’s MSBT acquired 123.21 Bitcoin [BTC] worth $9.33 million through Coinbase Prime. MSBT had accumulated aggressively over the previous two weeks.

Since the 4th of September 2026, the fund has recorded Net Daily Inflows without a single weekly outflow.

On top of that, BlackRock accumulated and withdrew 1,698.44 BTC worth $130.2 million. MARA Holdings purchased another 1,292 BTC worth $98.64 million through FalconX.

Together, the three entities accumulated approximately $238 million in Bitcoin.

However, those purchases reflected concentrated conviction rather than a market-wide institutional return. Elsewhere, Strategy repurchased $139 million in STRC, potentially reshaping its capacity for future Bitcoin purchases.

Broader flow data offered a tougher test.

Why is U.S. Bitcoin demand weak?

Spot Bitcoin ETFs recorded $450 million in Outflows after the CLARITY Act’s collapse. Those Outflows returned to levels last recorded in June.

The Coinbase Premium Index also remained negative for nine consecutive days and fell toward mid-August levels.

A negative Coinbase Premium Index suggested that U.S. investors were selling more aggressively than offshore participants.

Together, both datasets challenged the idea that three large purchases signaled a broad institutional recovery.

Policy uncertainty and macroeconomic pressure could keep institutional demand uneven. That split leaves Bitcoin’s recovery dependent on whether isolated buyers attract wider participation.

Can Bitcoin reclaim $79K?

Bitcoin fell toward $74,000 as the regulatory shock deepened caution.

For BTC to reclaim $79,000, institutional demand would likely need to extend beyond several large buyers.

Continued accumulation could support a rebound.

However, persistent ETF Outflows and a negative Coinbase Premium Index could limit that recovery.

Bitcoin’s next move may reveal which signal matters more: headline-sized purchases or the broader flows beneath them.
