OCC finalizes stablecoin rules—What changes ahead of January 2027?

U.S. stablecoin oversight moved forward as the OCC set requirements for token backing and redemptions ahead of January implementation.

OCC finalizes stablecoin rules—What changes ahead of January 2027?

The U.S. Office of the Comptroller of the Currency has finalized rules for payment stablecoin issuers under its supervision. It was announced on October 21, and it implements key parts of the GENIUS Act and takes effect on January 18, 2027.

The rules address the assets backing these tokens, how holders exchange them for money, and how issuers manage risks. But financial crime requirements rules still remain, with a separate announcement on applications expected.

What the rules mean for stablecoin holders

Payment stablecoins are designed to maintain a steady value, often against the U.S. dollar.

The OCC’s final rule establishes requirements covering reserves, redemptions, and risk management. It also addresses certain services that hold digital assets for customers.

Reserve backing looks at the assets supporting a stablecoin’s value, while redemption determines how someone exchanges tokens with the issuer for money.

The framework covers permitted payment stablecoin issuers and foreign issuers within the OCC’s jurisdiction.

January brings implementation, but applications must wait

The final rule and the GENIUS Act take effect on January 18, 2027, according to the OCC.

Companies seeking permission to issue stablecoins still face another step. The agency will announce separately when it begins accepting and processing applications and requests for exceptions.

Finalizing the rules does not mean that those companies get approvals.

The OCC said it received a lot of comments while developing the framework. Respondents included crypto companies, community bankers, trade groups and academics.

Financial crime rules will follow separately

The announcement leaves some important requirements for another proceeding.

Rules addressing anti-money laundering, the Bank Secrecy Act and sanctions will be developed separately with the Treasury Department.

Today’s announcement is about implementation without other part of the regulatory framework.

The OCC also said it would monitor the industry and adjust where it finds necessary.

Final Summary

The OCC finalized stablecoin rules covering reserves, redemptions, and risk management, to come into effect on January 18, 2027.

Applications will open later, while anti-money laundering and sanctions rules will also come later.
